為進(jin)一(yi)步加(jia)快發展(zhan)(zhan)生產性(xing)服務(wu)(wu)(wu)業(ye),促(cu)進(jin)產業(ye)結(jie)構(gou)調整(zheng)升級,提(ti)升可持續發展(zhan)(zhan)能力,根據(ju)《國務(wu)(wu)(wu)院(yuan)關于加(jia)快發展(zhan)(zhan)生產性(xing)服務(wu)(wu)(wu)業(ye)促(cu)進(jin)產業(ye)結(jie)構(gou)調整(zheng)升級的指導意(yi)見(jian)》(國發〔2014〕26號(hao))精神,經(jing)省政(zheng)府同意(yi),結(jie)合我省實際,提(ti)出如下(xia)實施意(yi)見(jian):
一、總體要求
(一)指導(dao)思想(xiang)。
深(shen)入(ru)貫(guan)徹落實(shi)黨(dang)的十八大和(he)十八屆三中(zhong)、四中(zhong)全(quan)會(hui)和(he)習(xi)近平總書記系列重要(yao)講話(hua)精(jing)神(shen),圍(wei)繞“三個(ge)強省”目(mu)標,堅持市場(chang)主導、突出(chu)重點(dian)、創新驅動(dong)、集聚發展,科學(xue)規劃(hua)布局,放寬市場(chang)準入(ru),完善行業(ye)(ye)標準,創造環(huan)境條件,實(shi)現服(fu)務業(ye)(ye)與工(gong)業(ye)(ye)、農(nong)業(ye)(ye)在更(geng)高水平上有(you)機(ji)融(rong)合,切實(shi)提(ti)高生產性服(fu)務業(ye)(ye)的比重和(he)水平,促(cu)進(jin)經濟提(ti)質增(zeng)效升級。
(二(er))發展(zhan)目(mu)標(biao)。
全(quan)省生產性服(fu)(fu)務業發展提速、比重(zhong)提高(gao)、水平提升。到2020年,全(quan)省生產性服(fu)(fu)務業增加值占服(fu)(fu)務業比重(zhong)超(chao)過50%,力爭(zheng)達到52%,形成(cheng)專(zhuan)業性強、創(chuang)新(xin)活躍、融(rong)合度高(gao)的產業服(fu)(fu)務體系。
二、發展重點
現階段,我省生產性(xing)服(fu)(fu)務(wu)(wu)(wu)業重點發展現代金融、現代物流、科技(ji)服(fu)(fu)務(wu)(wu)(wu)、信息技(ji)術服(fu)(fu)務(wu)(wu)(wu)、檢驗檢測認證、節能環保(bao)服(fu)(fu)務(wu)(wu)(wu)、電(dian)子商務(wu)(wu)(wu)、商務(wu)(wu)(wu)咨詢、服(fu)(fu)務(wu)(wu)(wu)外包、人(ren)力資源服(fu)(fu)務(wu)(wu)(wu)和(he)品牌(pai)建設。
(一)現代金(jin)融。
加(jia)快構建(jian)全省現代金融(rong)(rong)(rong)(rong)(rong)體系(xi),打造長江經濟帶區域金融(rong)(rong)(rong)(rong)(rong)中心。鼓勵(li)設(she)(she)立汽車(che)金融(rong)(rong)(rong)(rong)(rong)、財(cai)務(wu)公(gong)(gong)司、消費(fei)金融(rong)(rong)(rong)(rong)(rong)、互(hu)聯(lian)網金融(rong)(rong)(rong)(rong)(rong)等非銀(yin)行(xing)金融(rong)(rong)(rong)(rong)(rong)機(ji)構,積(ji)較打造安(an)(an)(an)徽(hui)(hui)金融(rong)(rong)(rong)(rong)(rong)品(pin)牌。健全農村金融(rong)(rong)(rong)(rong)(rong)服務(wu)體系(xi),推(tui)進農村信用聯(lian)社深化改革(ge)。進一步擴(kuo)大(da)對(dui)內對(dui)外開(kai)放(fang),鼓勵(li)境內外知名金融(rong)(rong)(rong)(rong)(rong)機(ji)構入(ru)駐安(an)(an)(an)徽(hui)(hui)。大(da)力推(tui)廣(guang)大(da)型制(zhi)造設(she)(she)備、施工設(she)(she)備、運輸(shu)工具(ju)、生產(chan)線等融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)租賃服務(wu),鼓勵(li)企業兼(jian)營與主營業務(wu)相關的(de)保理業務(wu),引導企業利用融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)租賃方(fang)式,進行(xing)設(she)(she)備更新和(he)技(ji)術改造,建(jian)立完善運營服務(wu)和(he)管理信息系(xi)統,建(jian)設(she)(she)租賃物與二(er)手(shou)設(she)(she)備流(liu)通市場(chang)。積(ji)較發展資(zi)(zi)(zi)本市場(chang),支持我省生產(chan)性服務(wu)業企業上市融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi),鼓勵(li)通過發行(xing)企業債(zhai)(zhai)、公(gong)(gong)司債(zhai)(zhai)、債(zhai)(zhai)務(wu)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)工具(ju)進行(xing)融(rong)(rong)(rong)(rong)(rong)資(zi)(zi)(zi)。完善創業投資(zi)(zi)(zi)機(ji)制(zhi),大(da)力發展股權投資(zi)(zi)(zi)基金、產(chan)業基金等股權類投資(zi)(zi)(zi)基金。加(jia)快建(jian)設(she)(she)省第三方(fang)支付中心,建(jian)立資(zi)(zi)(zi)金結算、數據備份和(he)共享基地(di),將合肥濱湖國(guo)際金融(rong)(rong)(rong)(rong)(rong)后臺服務(wu)基地(di)打造成.金融(rong)(rong)(rong)(rong)(rong)服務(wu)中心。(責任單位(wei)(wei):省政府金融(rong)(rong)(rong)(rong)(rong)辦(ban)、人行(xing)合肥中心支行(xing)、安(an)(an)(an)徽(hui)(hui)銀(yin)監局(ju)、安(an)(an)(an)徽(hui)(hui)證監局(ju)、安(an)(an)(an)徽(hui)(hui)保監局(ju)等,列首先位(wei)(wei)的(de)為牽(qian)頭(tou)單位(wei)(wei),下同)
(二)現代物流。
建設(she)皖江外向型現(xian)代物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)產(chan)業(ye)帶、合(he)肥物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)圈、沿淮物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)產(chan)業(ye)帶三大(da)物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)區域。加(jia)(jia)快(kuai)(kuai)實施國家(jia)物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)園區發展(zhan)(zhan)規劃(hua),依托交通樞紐、中(zhong)(zhong)心城(cheng)市(shi)、重要商(shang)品集散地和(he)產(chan)業(ye)集聚(ju)區等,規劃(hua)建設(she)一批(pi)(pi)省(sheng)(sheng)(sheng)級現(xian)代物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)園區。大(da)力發展(zhan)(zhan)第(di)三方物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu),引導傳統(tong)運輸、流(liu)(liu)通等企(qi)業(ye)采用現(xian)代物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)管理模式和(he)技術裝備(bei),培育一批(pi)(pi)有品牌(pai)、專業(ye)化物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)企(qi)業(ye)。以物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)聯(lian)(lian)網(wang)、云計算(suan)、大(da)數據、移動互(hu)聯(lian)(lian)網(wang)等信息技術為支撐,提高(gao)物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)企(qi)業(ye)信息化水平。加(jia)(jia)強(qiang)物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)公共(gong)信息平臺和(he)貨物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)配(pei)載中(zhong)(zhong)心建設(she),促(cu)進(jin)物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)信息與公共(gong)服務(wu)信息互(hu)聯(lian)(lian)互(hu)通。做好商(shang)貿物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)城(cheng)市(shi)共(gong)同配(pei)送試點(dian),積較(jiao)發展(zhan)(zhan)共(gong)同配(pei)送、統(tong)一配(pei)送,提高(gao)多式聯(lian)(lian)運比重。大(da)力發展(zhan)(zhan)保(bao)稅物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu),加(jia)(jia)快(kuai)(kuai)合(he)肥綜合(he)保(bao)稅區、蚌埠(bu)(皖北)保(bao)稅物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)中(zhong)(zhong)心等建設(she)。研究制定(ding)全省(sheng)(sheng)(sheng)物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)業(ye)發展(zhan)(zhan)規劃(hua)和(he)促(cu)進(jin)措施,加(jia)(jia)快(kuai)(kuai)推(tui)進(jin)物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)立(li)法工作。加(jia)(jia)強(qiang)物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)標準制定(ding)和(he)推(tui)廣(guang)應用,支持物(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)(wu)流(liu)(liu)標準化設(she)施建設(she)和(he)改(gai)造(zao)。(責任單位(wei):省(sheng)(sheng)(sheng)發展(zhan)(zhan)改(gai)革(ge)委、省(sheng)(sheng)(sheng)經濟和(he)信息化委、省(sheng)(sheng)(sheng)交通運輸廳、省(sheng)(sheng)(sheng)商(shang)務(wu)廳、省(sheng)(sheng)(sheng)質監局、合(he)肥海關等)
(三)科技服(fu)務。
大力發展(zhan)研(yan)(yan)究(jiu)開(kai)發、技(ji)(ji)術轉移、創(chuang)業(ye)(ye)(ye)孵化、知識產權、科(ke)技(ji)(ji)咨詢、科(ke)技(ji)(ji)金融、科(ke)學(xue)技(ji)(ji)術普及和(he)(he)(he)綜(zong)合(he)(he)科(ke)技(ji)(ji)服務(wu)(wu),加快服務(wu)(wu)模(mo)式(shi)創(chuang)新和(he)(he)(he)業(ye)(ye)(ye)態創(chuang)新。面(mian)向產業(ye)(ye)(ye)基(ji)(ji)地(di)和(he)(he)(he)集群,建(jian)設(she)(she)一批公共(gong)技(ji)(ji)術研(yan)(yan)發服務(wu)(wu)平臺,為中小(xiao)企業(ye)(ye)(ye)提(ti)供設(she)(she)備(bei)、數據、專(zhuan)業(ye)(ye)(ye)技(ji)(ji)術等服務(wu)(wu),支持科(ke)技(ji)(ji)型中小(xiao)企業(ye)(ye)(ye)發展(zhan)。引導(dao)支持企業(ye)(ye)(ye)工(gong)(gong)業(ye)(ye)(ye)設(she)(she)計(ji)中心(xin)、工(gong)(gong)業(ye)(ye)(ye)設(she)(she)計(ji)企業(ye)(ye)(ye)和(he)(he)(he)工(gong)(gong)業(ye)(ye)(ye)設(she)(she)計(ji)基(ji)(ji)地(di)建(jian)設(she)(she),促進工(gong)(gong)業(ye)(ye)(ye)設(she)(she)計(ji)向高(gao)端綜(zong)合(he)(he)設(she)(she)計(ji)服務(wu)(wu)轉變。依托各類開(kai)發園(yuan)區、高(gao)等院校、科(ke)研(yan)(yan)院所(suo)和(he)(he)(he)大型企業(ye)(ye)(ye),建(jian)設(she)(she)一批產學(xue)研(yan)(yan)相結合(he)(he)的科(ke)技(ji)(ji)公共(gong)服務(wu)(wu)平臺,推動科(ke)技(ji)(ji)服務(wu)(wu)與(yu)(yu)企業(ye)(ye)(ye)對接,促進工(gong)(gong)業(ye)(ye)(ye)設(she)(she)計(ji)與(yu)(yu)科(ke)技(ji)(ji)成果產業(ye)(ye)(ye)化。(責任單位:省科(ke)技(ji)(ji)廳(ting)、省經濟和(he)(he)(he)信息(xi)化委、省發展(zhan)改革委等)
(四)信息技術服務。
依托創新型省(sheng)份建設(she),重點(dian)發(fa)(fa)展(zhan)行(xing)業(ye)應用(yong)軟件、嵌入式(shi)(shi)軟件、軟件技術(shu)服(fu)(fu)務(wu)、集成電路設(she)計(ji)和(he)系統集成等行(xing)業(ye),大力支(zhi)持軟件即服(fu)(fu)務(wu)、平臺(tai)即服(fu)(fu)務(wu)、基礎設(she)施即服(fu)(fu)務(wu)等模式(shi)(shi)創新,提升軟件業(ye)支(zhi)撐服(fu)(fu)務(wu)水平。積(ji)較推(tui)(tui)(tui)動信(xin)息(xi)(xi)(xi)化(hua)(hua)與工業(ye)化(hua)(hua)的(de)深度融合(he),運用(yong)互(hu)聯(lian)網(wang)(wang)等信(xin)息(xi)(xi)(xi)技術(shu),推(tui)(tui)(tui)進(jin)制造業(ye)網(wang)(wang)絡化(hua)(hua)、智(zhi)能化(hua)(hua)、柔性(xing)化(hua)(hua)、服(fu)(fu)務(wu)化(hua)(hua),促進(jin)定制生產(chan)等模式(shi)(shi)創新發(fa)(fa)展(zhan)。促進(jin)網(wang)(wang)絡新技術(shu)應用(yong)和(he)推(tui)(tui)(tui)廣(guang)(guang),支(zhi)持移(yi)動支(zhi)付、互(hu)聯(lian)網(wang)(wang)增值服(fu)(fu)務(wu)等新業(ye)態發(fa)(fa)展(zhan)。加快推(tui)(tui)(tui)進(jin)合(he)肥、蕪湖、馬鞍山(shan)、蚌埠、安(an)慶等國(guo)家信(xin)息(xi)(xi)(xi)消費試(shi)點(dian)市(shi)建設(she)。加快中國(guo)移(yi)動淮南數據后(hou)備中心(xin)和(he)宿州云計(ji)算(suan)智(zhi)慧產(chan)業(ye)園項目建設(she),將安(an)徽打(da)造成中東部地區信(xin)息(xi)(xi)(xi)服(fu)(fu)務(wu)中心(xin)。加強(qiang)農(nong)村(cun)通信(xin)和(he)廣(guang)(guang)電基礎設(she)施建設(she),推(tui)(tui)(tui)動寬帶網(wang)(wang)絡進(jin)村(cun)入戶(hu)。(責任(ren)單位:省(sheng)經濟和(he)信(xin)息(xi)(xi)(xi)化(hua)(hua)委、省(sheng)科技廳、省(sheng)新聞(wen)出版(ban)廣(guang)(guang)電局等)

圍繞各地(di)主(zhu)導(dao)產(chan)(chan)業(ye)和(he)戰略性新(xin)興產(chan)(chan)業(ye),加快建(jian)(jian)設煤炭、石化、銅制品(pin)、汽車及零部件、裝備制造、電(dian)子(zi)信息等(deng)檢(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)服(fu)務(wu)(wu)平臺。引導(dao)國內(nei)外(wai)知名(ming)檢(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)服(fu)務(wu)(wu)機構(gou)來皖(wan)設立分支機構(gou),鼓(gu)勵我省(sheng)(sheng)檢(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)機構(gou)加強國內(nei)外(wai)合作(zuo)。支持檢(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)機構(gou)在(zai)(zai)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)新(xin)技(ji)術(shu)、檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)方(fang)法(fa)、檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)服(fu)務(wu)(wu)等(deng)方(fang)面,積較參與國內(nei)外(wai)標準制定,開展檢(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)認證(zheng)結果和(he)技(ji)術(shu)能力(li)互認。促進(jin)高(gao)等(deng)院校(xiao)和(he)科(ke)研院所大(da)型儀器設備向社(she)會開放,引導(dao)第三方(fang)檢(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)認證(zheng)機構(gou)向產(chan)(chan)業(ye)園區集(ji)聚,建(jian)(jian)設檢(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)高(gao)技(ji)術(shu)服(fu)務(wu)(wu)業(ye)集(ji)聚區。加強計量(liang)基礎(chu)能力(li)建(jian)(jian)設,鼓(gu)勵有條件的(de)城市建(jian)(jian)設國家(jia)產(chan)(chan)業(ye)計量(liang)測(ce)(ce)(ce)試(shi)中心(xin)。加快檢(jian)(jian)(jian)(jian)(jian)驗(yan)(yan)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)電(dian)子(zi)商務(wu)(wu)平臺建(jian)(jian)設,培育(yu)發展在(zai)(zai)線(xian)檢(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)新(xin)業(ye)態。開拓電(dian)子(zi)商務(wu)(wu)等(deng)服(fu)務(wu)(wu)認證(zheng)領域。(責任單位:省(sheng)(sheng)質(zhi)監局(ju)、省(sheng)(sheng)工商局(ju)、省(sheng)(sheng)食品(pin)藥品(pin)監管(guan)局(ju)、省(sheng)(sheng)安全監管(guan)局(ju)等(deng))
(六)電子商務。
引導小微企業(ye)依托(tuo)第(di)(di)三(san)方(fang)電(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)務(wu)(wu)(wu)平(ping)臺(tai)開(kai)展業(ye)務(wu)(wu)(wu),推(tui)(tui)(tui)動電(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)集成(cheng)創(chuang)新。深化(hua)大(da)中(zhong)型企業(ye)電(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)務(wu)(wu)(wu)應(ying)用,促進大(da)宗(zong)原材料網(wang)上(shang)交(jiao)易、工業(ye)產品網(wang)上(shang)定制、上(shang)下游關聯(lian)企業(ye)業(ye)務(wu)(wu)(wu)協同發展。積較(jiao)推(tui)(tui)(tui)動我省發展一批(pi)集交(jiao)易、電(dian)(dian)(dian)子(zi)(zi)認證、在線支付、物流、信(xin)用評估等服(fu)務(wu)(wu)(wu)于一體的(de)第(di)(di)三(san)方(fang)電(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)務(wu)(wu)(wu)綜合(he)服(fu)務(wu)(wu)(wu)平(ping)臺(tai)。依托(tuo)國內外(wai)知(zhi)名(ming)第(di)(di)三(san)方(fang)電(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)務(wu)(wu)(wu)平(ping)臺(tai),建立安(an)徽(hui)產品專區(qu)。推(tui)(tui)(tui)動社區(qu)商(shang)(shang)業(ye)電(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)務(wu)(wu)(wu)發展。加(jia)快(kuai)推(tui)(tui)(tui)進合(he)肥、蕪湖國家(jia)電(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)務(wu)(wu)(wu)示范城市建設。積較(jiao)引導電(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)務(wu)(wu)(wu)企業(ye)入駐綜合(he)保稅區(qu)等,加(jia)快(kuai)跨境電(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)務(wu)(wu)(wu)發展。積較(jiao)發展涉農(nong)電(dian)(dian)(dian)子(zi)(zi)商(shang)(shang)務(wu)(wu)(wu)。(責(ze)任單位(wei):省商(shang)(shang)務(wu)(wu)(wu)廳、省發展改革委、省經濟和信(xin)息(xi)化(hua)委、省工商(shang)(shang)局、合(he)肥海關等)

在土地(di)(di)(di)利用(yong)總體規劃修編中,各地(di)(di)(di)要科(ke)學合(he)理、適度(du)有序地(di)(di)(di)安(an)排生(sheng)(sheng)產(chan)性(xing)服(fu)(fu)務(wu)業(ye)用(yong)地(di)(di)(di),盤(pan)活土地(di)(di)(di)優先發展生(sheng)(sheng)產(chan)性(xing)服(fu)(fu)務(wu)業(ye)。鼓勵工(gong)業(ye)企(qi)業(ye)利用(yong)自(zi)(zi)有工(gong)業(ye)廠地(di)(di)(di)興辦(ban)自(zi)(zi)營性(xing)生(sheng)(sheng)產(chan)性(xing)服(fu)(fu)務(wu)業(ye),經依法(fa)批(pi)準(zhun),對提高自(zi)(zi)有工(gong)業(ye)用(yong)地(di)(di)(di)容積(ji)率用(yong)于自(zi)(zi)營生(sheng)(sheng)產(chan)性(xing)服(fu)(fu)務(wu)業(ye)的工(gong)業(ye)企(qi)業(ye),可按新用(yong)途辦(ban)理相(xiang)關手續。在依法(fa)合(he)規前提下,工(gong)業(ye)園區內建設的物流、研發、信息服(fu)(fu)務(wu)和(he)工(gong)業(ye)設計等生(sheng)(sheng)產(chan)性(xing)服(fu)(fu)務(wu)業(ye)項目,參照執行工(gong)業(ye)用(yong)地(di)(di)(di)政(zheng)策。加大對列入國(guo)家和(he)省(sheng)鼓勵類生(sheng)(sheng)產(chan)性(xing)服(fu)(fu)務(wu)業(ye)項目用(yong)地(di)(di)(di)支(zhi)持力度(du),并列入對國(guo)土資源(yuan)部門的考(kao)核內容。(責任(ren)單位:省(sheng)國(guo)土資源(yuan)廳、省(sheng)住房城鄉(xiang)建設廳等)
(四)加大財政(zheng)支持。
統籌各(ge)類(lei)服務(wu)(wu)業(ye)(ye)發展(zhan)資金,運(yun)用(yong)貼息、補助(zhu)、獎勵(li)等方式,引導(dao)帶動社(she)會資本參與公共基礎設(she)施、市場誠信體系(xi)、標準體系(xi)以及公共服務(wu)(wu)平(ping)臺等服務(wu)(wu)業(ye)(ye)關鍵領域和(he)薄弱環(huan)節(jie)建設(she)。調整優化省統籌資金結構,重點支持生產性(xing)服務(wu)(wu)業(ye)(ye)發展(zhan)。各(ge)地、各(ge)部門要加大向社(she)會力量購買(mai)服務(wu)(wu)力度(du),制定具體購買(mai)服務(wu)(wu)實施目錄,明確購買(mai)服務(wu)(wu)種類(lei)、性(xing)質和(he)內容。積較研究自主創新產品首次應用(yong)政(zheng)策,加大成果轉化支持力度(du)。(責任單位(wei):省財政(zheng)廳等)
(五)落(luo)實稅收(shou)優惠。
在營改(gai)增試點過(guo)渡期(qi)內(nei)(nei),對因(yin)稅(shui)(shui)制(zhi)轉(zhuan)換造成(cheng)稅(shui)(shui)負增加的(de)(de)(de)生(sheng)產(chan)(chan)(chan)性(xing)服務業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)給予財政(zheng)扶持。服務業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)繳納契稅(shui)(shui)按(an)國(guo)家(jia)規定(ding)的(de)(de)(de)稅(shui)(shui)率(lv)下限(xian)執行。研(yan)發(fa)(fa)設(she)(she)計、檢驗檢測認(ren)(ren)證、節(jie)能(neng)環(huan)保等科(ke)技(ji)型、創新型生(sheng)產(chan)(chan)(chan)性(xing)服務業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye),可(ke)申請認(ren)(ren)定(ding)為高新技(ji)術企(qi)業(ye)(ye)(ye)(ye),享(xiang)受(shou)15%的(de)(de)(de)企(qi)業(ye)(ye)(ye)(ye)所得(de)稅(shui)(shui)優(you)惠稅(shui)(shui)率(lv)。符合條件的(de)(de)(de)企(qi)業(ye)(ye)(ye)(ye)實(shi)施(shi)環(huan)境保護(hu)、節(jie)能(neng)節(jie)水、合同能(neng)源管理(li)等項目(mu)的(de)(de)(de)投資(zi)經(jing)營所得(de),均可(ke)依法享(xiang)受(shou)企(qi)業(ye)(ye)(ye)(ye)所得(de)稅(shui)(shui)優(you)惠政(zheng)策(ce)。在規定(ding)期(qi)限(xian)內(nei)(nei),對符合條件的(de)(de)(de)科(ke)技(ji)園(yuan)區與科(ke)技(ji)企(qi)業(ye)(ye)(ye)(ye)孵(fu)(fu)化器(qi)自(zi)用(yong)以及無償或(huo)通(tong)過(guo)出(chu)(chu)租(zu)等方式提供(gong)給孵(fu)(fu)化企(qi)業(ye)(ye)(ye)(ye)使(shi)用(yong)的(de)(de)(de)房產(chan)(chan)(chan)、土地(di),免(mian)征房產(chan)(chan)(chan)稅(shui)(shui)和(he)城鎮土地(di)使(shi)用(yong)稅(shui)(shui)。對企(qi)業(ye)(ye)(ye)(ye)發(fa)(fa)生(sheng)的(de)(de)(de)職工教育經(jing)費(fei)支出(chu)(chu),不超過(guo)工資(zi)總(zong)額(e)2.5%的(de)(de)(de)部(bu)分(fen),準予扣除(chu);超過(guo)部(bu)分(fen),在以后(hou)納稅(shui)(shui)年(nian)度結轉(zhuan)扣除(chu)。企(qi)業(ye)(ye)(ye)(ye)的(de)(de)(de)研(yan)究開(kai)發(fa)(fa)費(fei)用(yong),未形(xing)成(cheng)無形(xing)資(zi)產(chan)(chan)(chan)計入(ru)當期(qi)損益的(de)(de)(de),在據實(shi)扣除(chu)的(de)(de)(de)基礎上,按(an)照研(yan)究開(kai)發(fa)(fa)費(fei)用(yong)的(de)(de)(de)50%加計扣除(chu);形(xing)成(cheng)無形(xing)資(zi)產(chan)(chan)(chan)的(de)(de)(de),按(an)照無形(xing)資(zi)產(chan)(chan)(chan)成(cheng)本的(de)(de)(de)150%攤銷。落實(shi)國(guo)家(jia)生(sheng)產(chan)(chan)(chan)性(xing)服務業(ye)(ye)(ye)(ye)出(chu)(chu)口(kou)(kou)退(tui)稅(shui)(shui)政(zheng)策(ce),及時(shi)擴大出(chu)(chu)口(kou)(kou)退(tui)稅(shui)(shui)范圍。物流企(qi)業(ye)(ye)(ye)(ye)在海關(guan)特殊監管區投資(zi)物流設(she)(she)施(shi)建設(she)(she)和(he)技(ji)術改(gai)造購置的(de)(de)(de)進(jin)口(kou)(kou)設(she)(she)備(bei),經(jing)認(ren)(ren)定(ding)后(hou)可(ke)享(xiang)受(shou)免(mian)征關(guan)稅(shui)(shui)和(he)進(jin)口(kou)(kou)環(huan)節(jie)增值稅(shui)(shui)。(責任單位:省(sheng)財政(zheng)廳、省(sheng)國(guo)稅(shui)(shui)局、省(sheng)地(di)稅(shui)(shui)局等)

(七)調整價格(ge)政策。
進(jin)一(yi)步減少(shao)市場充分競爭領域的(de)政(zheng)府定(ding)價(jia)和指導價(jia)項(xiang)目。加快落實生(sheng)產(chan)性(xing)(xing)服(fu)(fu)務業(ye)用(yong)(yong)電、用(yong)(yong)水與(yu)(yu)(yu)工(gong)業(ye)同價(jia)政(zheng)策(ce)。對工(gong)業(ye)企(qi)業(ye)分離(li)出的(de)非核心業(ye)務,在用(yong)(yong)水方(fang)面實行與(yu)(yu)(yu)原企(qi)業(ye)相同的(de)價(jia)格政(zheng)策(ce)。符(fu)合條件的(de)生(sheng)產(chan)性(xing)(xing)服(fu)(fu)務業(ye)企(qi)業(ye),可申請(qing)參與(yu)(yu)(yu)電力(li)用(yong)(yong)戶與(yu)(yu)(yu)發電企(qi)業(ye)直接(jie)交易(yi)試點(dian)。取消與(yu)(yu)(yu)生(sheng)產(chan)性(xing)(xing)服(fu)(fu)務業(ye)貸(dai)款掛鉤但沒(mei)有服(fu)(fu)務內容(rong)的(de)收(shou)費,建立科學合理的(de)貸(dai)款定(ding)價(jia)機制。涉(she)及生(sheng)產(chan)性(xing)(xing)服(fu)(fu)務業(ye)的(de)各項(xiang)收(shou)費嚴格按照(zhao)安徽省(sheng)(sheng)涉(she)企(qi)收(shou)費清單制度執行。(責任單位:省(sheng)(sheng)物價(jia)局、省(sheng)(sheng)工(gong)商局等)
(八)強化人才支撐。
支持省內(nei)院(yuan)校(xiao)增設生(sheng)(sheng)產性服(fu)(fu)(fu)(fu)務(wu)(wu)業(ye)(ye)(ye)(ye)專(zhuan)業(ye)(ye)(ye)(ye),探索將相(xiang)關專(zhuan)業(ye)(ye)(ye)(ye)納(na)入技工(gong)院(yuan)校(xiao)、中(zhong)職學校(xiao)專(zhuan)業(ye)(ye)(ye)(ye)范疇,并在政(zheng)策和資金上予以(yi)支持。鼓勵學校(xiao)、科研院(yuan)所與生(sheng)(sheng)產性服(fu)(fu)(fu)(fu)務(wu)(wu)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)合(he)作建立(li)人(ren)才(cai)培訓(xun)基地(di),在有條件的市建設公共職業(ye)(ye)(ye)(ye)訓(xun)練基地(di),每年選送一(yi)批生(sheng)(sheng)產性服(fu)(fu)(fu)(fu)務(wu)(wu)業(ye)(ye)(ye)(ye)重點行(xing)業(ye)(ye)(ye)(ye)高級管理、技術(shu)人(ren)才(cai)到服(fu)(fu)(fu)(fu)務(wu)(wu)業(ye)(ye)(ye)(ye)發達國家和地(di)區參加培訓(xun)。探索建立(li)專(zhuan)業(ye)(ye)(ye)(ye)孵(fu)化器,為擁有技術(shu)、創(chuang)(chuang)意的人(ren)才(cai)提(ti)供創(chuang)(chuang)業(ye)(ye)(ye)(ye)投資服(fu)(fu)(fu)(fu)務(wu)(wu)。加大(da)人(ren)才(cai)引(yin)進(jin)(jin)力度(du),從海內(nei)外引(yin)進(jin)(jin)生(sheng)(sheng)產性服(fu)(fu)(fu)(fu)務(wu)(wu)業(ye)(ye)(ye)(ye)高端人(ren)才(cai)。對引(yin)進(jin)(jin)的高端服(fu)(fu)(fu)(fu)務(wu)(wu)業(ye)(ye)(ye)(ye)人(ren)才(cai),落實完善(shan)項目資助、創(chuang)(chuang)業(ye)(ye)(ye)(ye)創(chuang)(chuang)新、子女教育(yu)等方面(mian)扶持政(zheng)策。(責任單位:省人(ren)力資源社(she)會保護廳、省教育(yu)廳等)
四、推進機制
(一)加強組織(zhi)領導。
建立(li)(li)服務業部(bu)門聯席會(hui)議制度,負責協調(diao)推(tui)進生(sheng)產性(xing)服務業工作(zuo)。各(ge)地要建立(li)(li)相應推(tui)進機制,制定實施細則,組(zu)織(zhi)推(tui)進本地生(sheng)產性(xing)服務業發(fa)展(zhan)。各(ge)相關部(bu)門要加強協調(diao)配合,明確責任分工,共同(tong)研究解決(jue)工作(zuo)推(tui)進中的(de)問題。(責任單位:省發(fa)展(zhan)改(gai)革委等)
(二)完善統計制(zhi)度。
在服(fu)務業統計調查制(zhi)度(du)基礎上,建立(li)完善生產(chan)性(xing)服(fu)務業統計指標體(ti)系,加強對生產(chan)性(xing)服(fu)務業的運行(xing)監(jian)測和(he)(he)信息發布,提高統計數據的準確性(xing)和(he)(he)時(shi)效性(xing)。強化各行(xing)業主管部門統計工作職責,建立(li)生產(chan)性(xing)重點服(fu)務行(xing)業統計和(he)(he)運行(xing)監(jian)測分(fen)析季(ji)報制(zhi)度(du)。(責任單位:省統計局(ju)等(deng))
(三)強(qiang)化監(jian)督考(kao)核。
提高省政(zheng)府效(xiao)能(neng)考(kao)核(he)服務業(ye)權重(zhong)(zhong),增加生產性服務業(ye)考(kao)核(he)分項(xiang)。完善年度(du)目標(biao)和(he)重(zhong)(zhong)點工作責任分解制度(du),修訂績效(xiao)考(kao)核(he)辦法。省政(zheng)府督查室要會同有關部(bu)門加大政(zheng)策落實監督力度(du),確認(ren)各項(xiang)工作任務落到實處。(責任單位:省政(zheng)府督查室、省發展改革委、省統計(ji)局等(deng))
